H.R. 113 – Safeguard American Food Exports (SAFE) Act – A bill to ban slaughter of horses for human consumption in the U.S. while prohibiting the export of horses for the same purpose. Sponsor(s): Rep. H.R. 398 – The Help Extract Animals from Red Tape (HEART) Act – The bill will allow judges to require defendants to cover the cost of caring for animals seized in federal animal fighting cases. It will also speed up the rehoming and rehabilitation process for these animals.  Sponsor(s): Rep. John Katko (R-NY) and Rep. Judy Chu (D-CA) 
 

H.R. 909 – Pet and Women Safety (PAWS) Act – The bill proposes several measures to assist domestic violence survivors and their pets. It prohibits threats or acts of violence against pets via stalking or violating an order of protection and mandates restitution for veterinary costs for the pet of a domestic violence survivor. It also provides critical funding for programs focused on housing and support services for survivors of domestic violence and their pets.  Sponsors: Rep. Katherine Clark (D-MA), Rep. Ileana Ros-Lehtinen (R-FL)
 

H.R. 1141 – Pet Safety and Protection Act – The bill was introduced to halt the trade in random source dogs and cats by Class B dealers.  Sponsors: Rep. Mike Doyle (D-PA), Rep. Chris Smith (R-NJ)
 

H.R. 1146 – Shark Fin Sales Elimination Act – Due to countless and the growing number of unsustainable threats that sharks face, Congress has taken action to ensure these animals will remain an integral part of the Earth’s oceans. Eliminating the shark fin trade removes one of the biggest impediments to their continued survival. Sponsors: Rep. Ed Royce, (R-CA), Rep. Gregorio Kilili Camacho Sablan, (D-MP)


H.R. 1368 – Animal Welfare Accountability and Transparency Act– A bill to require the Secretary of Agriculture to make publicly available certain regulatory records relating to the administration of the Animal Welfare Act and the Horse Protection Act, to amend the Internal Revenue Code of 1986 to provide for the use of an alternative depreciation system for taxpayers violating rules under the Animal Welfare Act and the Horse Protection Act. Sponsor: Rep. Earl Blumenauer (D-OR)


H.R. 1406 – Cat and Dog Meat Trade Prohibition Act of 2017 – A bill to prohibit the slaughter of dogs and cats for human consumption. 

Sponsors: Rep. Alcee Hastings (D-FL), Rep. Vern Buchanan (R-FL), Rep. Brendan Boyle (D-PA), and Rep. Dave Trott (R-MI)


H.R. 1494
 – Prevent Animal Cruelty and Torture (PACT) Act – A bill to outlaw the actual practice of animal crushing and other forms of cruelty against animals. The Preventing PACT Act builds on the passage of the Animal Crush Video Prohibition Act of 2010, which banned videos that depict these acts of violence by making the underlying abuse of animals a crime.  Sponsors: Rep. Lamar Smith (R-TX), Rep. Ted Deutch (D-FL)


H.R. 1584 – Orca Responsibility and Care Advancement (ORCA) Act of 2017 – The bill would phase out the captivity of orcas ending the chance of public display with the current generation. Specifically, it would prohibit the breeding, the taking (wild capture), and the import or export of orcas for the purposes of public display, while allowing for transfers to seaside sanctuaries. Sponsor: Rep. Adam Schiff (D-CA)


H.R. 1727 – Limiting Inhumane Federal Trapping (LIFT) Act – The bill would ban employees and contractors from the Department of the Interior (DOI) and the Department of Agriculture (USDA) from using any lethal or injurious traps in the performance of their duty. It would also ban trapping on lands managed by DOI and USDA employees and contractors. The bill includes limited exceptions for endangered species protection, invasive species control, and use on certain lands, but requires non-lethal methods to be tried and documented first.

H.R. 1759 – Traveling Exotic Animal and Public Safety Protection Act – This bill amends the Animal Welfare Act by prohibiting the use of an exotic animal in a traveling show. “Exotic animal” is defined as any animal that is not a domestic animal or farm animal. While several exemptions are included, the bill does, unfortunately, exclude rodeos.

H.R. 1817 – Chemical Poisons Reduction Act – This bill would ban the use of Compound 1080 and sodium cyanide in predator control programs. Besides being cruel, ineffective, costly, and outdated, these poisons are indiscriminate, killing not only target wildlife but also companion animals and endangered species. In just the past month, three dogs died as a result of cyanide poisoning from deadly M-44 devices. Sponsor: Rep. Peter DeFazio (D-OR)
 

H.R. 1818 –  Big Cat Public Safety Act – This bill would bring an end to the private ownership of lions, tigers, and other big cats. Sponsors: Rep. Jeff Denham (R-CA), Rep. Walter Jones, Jr. (R-NC)

 

H.R. 1847 – Prevent All Soring Tactics (PAST) Act – This bill would amend the Horse Protection Act to amend the industry’s failed system of self-policing; ban the use of devices implicated in the practice of soring; and strengthen penalties to finally shut this abuse down.  Sponsors: Rep. Ted Yoho (R-FL), Rep. Kurt Schrader (D-OR)

 

H.R. 2032 – Corolla Wild Horses Protection Act –Directs the Department of the Interior to enter into an agreement with the Corolla Wild Horse Fund, Currituck County, and the state of North Carolina to provide for the management of free-roaming wild horses in and around the Currituck National Wildlife Refuge. Sponsor: Rep. Walter B. Jones, Jr. (R-NC)


H.R. 2790 – Humane Cosmetics Act – This bill will phase out cosmetic animal testing and the sale of cosmetics tested on animals. Sponsors: Rep. Martha McSally (R-AZ), Rep. Don Beyer (D-VA)


H.R. 30 – Condemning the Dog Meat Festival in Yulin, China, and urging China to end the dog meat trade. Sponsor: Rep. Alcee Hastings (D-FL)
